Cabinet Mission Plan 1946
The Cabinet Mission and the then Viceroy, Lord Wavell, made the Cabinet Mission Plan as a statement on May 16, 1946. It Contained proposals regarding the constitutional future of India in the wake of Indian political parties and representatives who were not coming to an agreement. In September 1945, the newly elected Labour Party Government in Britain (British Prime Minister Clement Atlee), expressed its intention to transfer power, establish an interim government, and set up a Constituent Assembly to draft a united India’s constitution. The British government sent the Cabinet Mission to India in March 1946 to make this happen. The Mission had to deal with a major obstacle to resolve the fundamental difference between the Indian National Congress and the Muslim league over India’s future.
The Cabinet Mission had three members of the British Cabinet – Petty Lawrence, Stafford Cripps and A. W. Alexander. The objective of the cabinet mission was to discuss the system of transfer of power from British to Indian Leadership.

Because the earlier proposals of the Cabinet Mission were not accepted due to disagreement, the Mission proposed a new plan in June 1946; this plan saw the formation of the Interim Government with a proposal for the possibility of division of India into Hindu majority India and Muslim majority India. A list of princely states was also created which could join the Union or remain independent. Consequently, the 1946 Cabinet Mission Plan provisioned the Interim Government of India to manage day-to-day administration and oversee the transition from British rule to independence. It officially took office on 2 September 1946 and served as an institutional bridge until the formal transfer of power.
The provisional administration was formed by restructuring the Viceroy’s Executive Council. While the British Viceroy (Lord Wavell) remained the formal President, the council was transformed into a proto-cabinet of Indian leaders.
Jawaharlal Nehru: Served as the Vice-President of the Executive Council, effectively functioning as the Prime Minister and overseeing External Affairs.
Sardar Vallabhbhai Patel

The All-India Muslim League initially refused to join the government due to severe disagreements over the implementation of the plan’s province-grouping clauses. However, fearing political marginalisation, the Muslim League later reversed its stance and joined the Interim Government on 26 October 1946. Liaquat Ali Khan was appointed as the Finance Member.
